Motion on mayoral bill defeated againAfter a marathon seven-hour debate, the Maharashtra legislative assembly on Tuesday rejected by voice vote the motion passed by the legislative council to refer the Mumbai Municipal Corporation (amendment) bill 1998, known as the mayor-in-council bill, to the joint select committee of both Houses. The motion was moved by Chief Minister Manohar Joshi. The bill envisages delegating executive powers to the mayor of the Brihanmumbai Municipal Corporation, and was passed by the lower house but defeated in the Upper House which instead suggested that it may be referred to the joint select committee, on March 23. The bill was returned to the assembly for its concurrence to the motion passed by legislative council that it be referred to the joint select committee. UNI
